Facilitation of executing people’s reverence plan in Iran’s official system through extension of the martyrdom and sacrifice culture (emphasizing on Khoramshahr epic)

The martyrdom culture is considered as one of the most precious and vital outcomes of the brave Iranian nation during 8 years of the imposed war and the sacred defense. It is the result of brave presence of this country’s children, brothers, mighty fathers, courageous sisters, daughters, and mothers, both in the rear and front. They did such epics during these years of fighting that the martyrdom culture and sacrifice spirit have been embedded into our society and generations. In this essay, we tried to analyze the relation between people’s reverence plan and clientele’s satisfaction in our country’s official system as well as the martyrdom culture, especially its particular example that is originated from cultural resources of this section by offering an eclectic model. Finally, we want to offer a model according to which we can execute the reverence plan through extending the martyrdom culture. The construction of this essay has been formed of three main parts. In the first part, we review briefly definitions and expressions about the martyrdom culture and its resources and examples (emphasizing on Khoramshahr epic). In the second part, we elaborate the philosophy and basics of the reverence plan in general, and its expected functions in the section of servicing people. In the third part, the main topic is expressed. In this part, we explain an eclectic model about the relation between the reverence plan and the martyrdom culture by combining the reported definitions and models. Part one: the martyrdom culture
The martyrdom culture is considered as one of the most precious and vital outcomes of the brave Iranian nation during 8 years of the imposed war and the sacred defense. It is the result of brave presence of this country’s children, brothers, mighty fathers, courageous sisters, daughters, and mothers, both in the rear and front. They did such epics during these years of fighting that the martyrdom culture and sacrifice spirit have been embedded into our society and generations. In this essay, we tried to analyze the relation between people’s reverence plan and clientele’s satisfaction in our country’s official system as well as the martyrdom culture, especially its particular example that is originated from cultural resources of this section by offering an eclectic model. Finally, we want to offer a model according to which we can execute the reverence plan through extending the martyrdom culture.

In this part, we explain an eclectic model about the relation between the reverence plan and the martyrdom culture by combining the reported definitions and models. Part one: the martyrdom culture

(1-1) Introduction: In each nation and culture, words and expressions reveal a great background of creed, beliefs, and conceptions although they are small and unimportant. The deeper the origin of a word in the bottom of attitudes and beliefs of a nation and the more we find out the practical and concrete manifestation of these words in a nation’s life styles, the more this probability will be that the mentioned word has been internalized in the worldview and ideology of that school. Then, we will find much more effects and evidence in the process of those people’s social lives. The ultimate of this state can be seen when an existential definition is considered as a factor, element, and resource of a society’s culture.
Here, the center of many theoretical and behavioral attitudes and conceptions, and a society’s norms will be originated from this word or expression. In Islamic Iranian society, especially after the great Islamic revolution, and the eight-year glorious resistance, martyrdom has been found such a position in the section of moral and belief of every person in the society as well as our nation’s behavior and action. Thus, the word “Martyrdom culture”? has become widespread in an unprecedented manner in personal and collective thoughts and conceptions of society. It is to such extent that there are signs of “Martyrdom culture”? throughout our national and religious worldview. (1-2) Sources of the martyrdom culture: Fundamentally, in recognizing and realizing each positive or negative, vice or virtue, and progressive or hindering cultural element of culture development, we must first pay attention to the sources of creation, preservation, and extension of that cultural element. It is obvious that full preservation of cultural resources may be an influential basis to get clear and working results from studies of the culture section.
In this essay, we try to review and recognize some of the most important resources of the martyrdom culture primarily. (1-2-1) Martyrs’ wills: Bloody documents of martyrs’ advice can be found in their wills as firm credits of their mission which contain the most precious guiding advice told by these Islam and Iran’s lovers. Martyrs’ messages and advice, in their last days of life and before their spiritual ascendance, must be known as one of the most impressive resources of production and preservation of the martyrdom culture in the context of the society. Referring to these sacred texts, reminds of the newest desires of God’s lovers in soul of people who had been left in this world and been seeking martyrdom. (1-2-2) Retelling combatants’ memories: Live witnesses of the martyrdom culture, who can be the most suitable messengers of martyrdom and God-seeking in youths’ minds today, are glorious combatants and warriors of the sacred defense. They are the ones who remind us the epic memories of sacrifice and altruism days and nights and echo the whispers of love in the allies of life. (1-2-3) Martyrs’ family: Thoughts, speech, and behavior of the sacred defense martyrs’ families is one of preservation and extension backgrounds of “The martyrdom culture”? in the society.
The impact of martyrs’ words, and especially their families’ practical behaviors, can nullify many of the west and east invasions which are done to weaken youths’ moral and creed basis about the revolution, war, resistance, and effort. (1-2-4) Memories of martyrs’ friends and fellow combatants: the warm and close presence of martyrs in different scenes of honor and courage during the 8-year sacred defense may have the most positive and constructive effects on their fellow combatants’ minds and behaviors in this dangerous path.
Reflection and transmission of these memories of these martyrs may provide a suitable bed for growing the martyrdom culture. (1-2-5) Visual and auditory documentaries: Fortunately, approximately permanent presence of media reporters in different fields of the sacred defense has provided the possibility of reviewing those days’ memories of tough and critical circumstances in operations and battles as well as retelling those days' events by the tongue of audio and vision in a documentary and creditable manner. (1-2-6) Movies: Committed and skillful artists’ attention, in our country, to preserve and extend superb thoughts hidden in the war and defense aggression made them record and reconstruct various scenes of the sacred defense in form of motivating and exciting movies.
Today, we can count them as one of the most attractive sources of transmitting the martyrdom culture in the society, especially among young generation who are less aware of questions and byproducts of the sacred defense. (1-2-7) Storybooks: Stories and novels have become a tool for transmitting the valuable burden of “Martyrdom culture”? and submit it to the next generation because of their attractive and interesting aspects as well as writers’ talent and taste. (1-2-8) Artistic poetry and literature: Perhaps, if we wanted to rely on the sacred defense poets only to transmit the “martyrdom culture”? in the society, it could be possible for them to do it out.
Maybe, we can claim now that one of the most practical tools of transmission and reinstruction of the martyrdom culture is in hands of committed poets of this country who try to extend the rich culture of martyrdom using their inner and innate tastes. (1-2-9) Painting: The apparent manifestation of many vital phenomena and definitions of today sociology should be found in colors and canvases intricacies. Iranian painters created innovative and everlasting works in the realm of the sacred defense painting inspirited by Islamic combatants’ sacrifices and braveries. This way, they could register superb thoughts of the martyrdom and resistance culture in Iranian lovers’ hearts. (1-2-10) Books: Generally, the result of many pre-explained backgrounds can be gathered in the framework of a coherent and suitable book.
This way, we can collect a complete set of documentaries about the sacred defense in order to enrich knowledge and view of the sacred defense addressees. (1-2-11) Analytical and exploratory essays: Since, sometimes the effect of a field and operational study may be more acceptable and logical to some people, there has been a series of effort fortify the public belief background about the basis and range of martyrdom and resistance instruction during the war and especially after it. (1-2-12) Great men’s words and instructions: One of the biggest manifestations and demonstrations of extending the “Martyrdom culture”? in the surface and the bottom of the society must be searched in great men’s instructions and words. Considering the acceptance of people about their words, anecdotes and advice, and their maturity and expert in different cultural and social issues, their positive and progressive impressiveness in extension of the martyrdom culture is considered undeniable. (1-2-13) Schoolbooks: We have always heard this word that acculturation must be started since low ages such as childhood or adolescence.
Such a thing creates desired instructional and cultural mechanisms in the process of a person’s growth and maturity. Finally, we can build the basis of cultural effects in the youth by perseverance and constant support. Besides, the most suitable bed for executing acculturation activities in schools, and especially in students’ schoolbooks. If we want to put important cultural definitions and phenomena in the range of schoolbooks, we will witness potentially useful impacts in the process of reviving the martyrdom culture. (1-2-14) Songs and chants (Music): Artistic and aesthetic nature of human has made a kind of ability in him by which he can learn the greatest lessons in form of a piece of poem or a meaningful song, and perform it throughout his life. Then, we should consider the collection of revolutionary songs and chants, which has produced in the section of the sacred defense and martyrdom culture, as one of the most influential propagandistic methods of extending the martyrdom culture.
There are many examples of this positive and constructive impact in the fields of glorious sacred defense. (1-2-15) Cultural matches and celebrations: The society’s cultural foundations cooperated with propagandistic units active in extending the martyrdom and sacred defense culture have tried to take part cultural and artistic matches or exciting celebrations about the sacred defense every now and then. This way, people will remember some memories of those warlike days. (1-2-16) Photograph and taking photos: Recording memories, braveries, courage, and honors of combatants during the 8-year sacred defense became possible because of photographers’ presence in battlefields and taking photos from every scene of those days’ war.
They were the ones who fought the deceiving enemy with a different weapon through registering and preserving documents of the enemy’s shameful crimes and this way, they proved the rightness of this nation throughout the world. (1-2-17) Exhibition and reconstruction of scenes: It is very interesting for the ones who were too young to go to the front, or even for the ones who experienced war days to watch reconstructed and simulated scenes of the sacred defense and remember memories of those passionate combatants who attacked the enemy thoughtlessly to preserve their own country and religion. (1-2-18) Periodical visit: The good movement that we have seen since some years ago is sending different groups of people including youths, adolescents, old, men, women, students, and clergymen to visit military regions and martyrdom places of our combatants during the sacred defense. People, after registration and in special periods of year, especially in holidays, favored extensively of such action in the society.
In its earl days, only martyrs’ families used to went on such trips, but later on, people from all registers tried to do the same and fortified the columns of martyrdom culture. (1-2-19) Schools and education: The prominent role of education system must not be forgotten in acculturation of martyrdom and the sacred defense as the most vital instructional foundation in the society. As we said in previous parts, deep and strange effects that the educational system has on students’ thoughts, perception, and behavior as forming units in a society has caused extensive planning and efforts to be done about extending the martyrdom culture throughout schools of country.
It contains numerous examples in the section of acculturation. (1-2-20) Families: A family is considered as the most powerful tool of acculturation and extension of cultural definitions and features. Penetration of thoughts and opinions governing the family’s atmosphere has made a state in people’s now and future behaviors in which we can extend desired cultural norms throughout the society (and through the family as the first social unit) in the best way.
The “martyrdom culture”? also is formed in different ways from families’ instructions, especially in constructing Iranian traditional society. (1-2-21) Universities and centers of higher education: In addition to schools and the education system that have influential functions in the section of martyrdom culture extension, universities and colleges are also places of challenge of thoughts and opinions. They have influential impacts on extending “Martyrdom culture”? in the society through cooperation with common structures in universities system. In fact, there are many martyrs’ relatives in universities because of offering numerous advantages in university admittance. (1-2-22) Society’s models: The powerful position of social models in fortifying and forming society’s cultures must not be ignored. Then, we should confess that using models accepted by youth is one of the most powerful bargaining chips for extending the martyrdom culture in the society.
(1-2-23) Society’s leaders, authorities, and different groups: Innate feature of human in inclination to collectivism has made norms and criteria accepted by social groups be considered as one of culture production sources. Besides, the role of society’s leaders and authorities in different positions can be considered as one of influential sources of extending martyrdom culture; since, their words and thoughts’ effect among various groups of society creates an interesting potentiality in extension of the martyrdom culture. (1-2-24) Conferences and memorials: Oblivion in human has him remember, every now and then, some of the most important aspects of social culture in a particular way. (1-2-25) Then, it seems necessary that cherish the memory of martyrdom and sacrifice of the sacred defense by taking part related conferences and memorials in different periods. (1-2-26) Laws and regulations: In some cases, the society legislator’s necessities and emphasis may extend the martyrdom culture. Although such definitions do not fit in inflexible framework of the law, but in some cases, it is necessary that suitable legal backs be provided to support the opinion and culture of martyrdom.
(1-2-27) Canonical and creed basis: The existence of extension backgrounds of the martyrdom culture in its different forms in the range of Islamic instructions as well as seeing firm and debatable evidence in religious literature and texts of a society are considered as other powerful sources of producing and growing of martyrdom thought and its penetration. (1-2-28) other sources: Other than what had said before from different sources of creation, preservation, growth, and extension of the martyrdom culture, there are definitely other sources in this realm each one can reinforce individually or cooperatively the backgrounds of extending the idea of martyrdom and resistance spirit in different aspects of today human’s social life. (1-3) Examples of the martyrdom culture: In the next step and after we recognized the most important source of producing the martyrdom culture, it is necessary that we draw the mentioned priority of each source, according to its social and cultural phenomena and definitions, by deep analysis and review, considering the sum of these sources.
It is important, because revealing examples and standards of the martyrdom culture according to the defined sources may help us reach these indices. It also gives such ability to cultural authorities of the society to measure the level of society’s success in gaining such merits and values scientifically and documentarily.
According to this model, the process of the martyrdom culture management starts its movement toward human reverence in form of five phases of leadership, analysis of resources as well as internal and external barriers, extension, and reflection after making sure of the primary conditions of executing the reverence plan including personal, organizational, and environmental factors. In any of these phases, quick change of inputs into outputs will be available through special processing using philosophy and the technique of the martyrdom culture management. (1-3-1) Paying attention to God: Maybe, the main thing we can learn from the martyrdom school and culture is the mere attention to God and purity in action in order to get God’s satisfaction. (1-3-2) Obedience from the leadership: What we have always been suggested from martyrs, combatants, devotees, freemen, and their families as well as the Islamic revolution’s thinkers is the principle of obedience from the leader of the country. We can internalize the “martyrdom culture”? in the society, when the love to the leadership and obedience from him become usual and natural for everyone in the society as blood in their vessels and air in their lungs. (1-3-3) Effort and construction: Today need and necessity, especially after the 8-year imposed war destroying lots of our resources and industries by drawing them to the military section, and by destroying a great deal of our talented human resource killed for guarding their country, necessitates us to try to compensate technical, industrial, scientific, and cultural backwater.
(1-3-4) Resistance and endurance: An important lesson we learned from the martyrdom school is that we should never lose the spirit of logical defense and conscious resistance. The culture of resistance and endurance has always been one of symbolic elements of the martyrdom culture and it has always been praised in the martyrdom literature. (5-3-1) Altruism and sacrifice: Another example of the “martyrdom culture”? is the spirit of altruism and sacrifice. The penetration of altruism belief and try to elevate others, while by personal suffer, is considered as the most important outcomes of the superb idea of the martyrdom culture. The most scrupulousness must be regarded for in the phase of recognition, i.e. deep perception of different aspects of interior and exterior enemies of the system. Then, we can discover and recognize real enemies and find the ways of opposing them, considering features and necessities of confrontation to each enemy.
(1-3-10) Organization and punctuation: The martyrdom culture tries to imagine practical ways of correction in the present situation of these systems. Since, it has been widely favored by the martyrdom culture. (1-3-13) Piousness and abnegation: The origin of all sins can be found in not fearing God and the lack of piousness in people. Then, emphasizing piousness is another firm column of the religious society of Iran. (1-3-14) Cooperation: Since, the clear command of the holy Quran oblige us to cooperate constructively in good turns and provide the suitable beds and backgrounds for such things, suggesting cooperation in the society has been observable in the martyrdom culture all the time. (1-3-15) Patience and content: Particular problems of war and necessities suitable to military defense conditions had been created a state in which content and satisfaction had been extended widely among combatants. Now, such good feature is severely advisable because of different reasons such as standing against the world’s sanctions and so on. Islamic culture exponents try to revive such a good Islamic moral in this devastated condition. (1-3-18) Cultural enrichment: Trying to develop and grow cultural resources of the society and necessity of doing fundamental efforts in cultural reform in the society, especially while imperialism’ conspiracy and its cultural invasion, is another example of the martyrdom culture.
PART 2: The reverence plan In this essay, we briefly review some of theoretical and legal basis of people’s reverence plan and clientele’s satisfaction in the country’s official system. Then, we try to recognize and recheck the plan with a comprehensive view to combine its final model in the official system. 2-1) Change plan in the official system the change plan in the official system has been edited by the planning and management organization and approved in the session dated 18/01/81 in the cabinet. It consists of seven main programs as follow:
- the plan of rationalizing the government size
- the plan of change in the government organizational structure
- the plan of change in the management systems
- the plan of change in the employment systems
- the plan of instruction and optimization of the government’s human resource
- the plan of correcting processes, methods, and extending official technology
- the plan of improving and preserving people’s reverence in the official system 2-2) the reverence plan and clientele’s satisfaction These seven plans will be operating through 40 researching and executing plans. The topics of the mentioned plans, executing systems, the ending date, and other features have been provided and announced by the deputy of human resources and planning of the country. People’s reverence plan and clientele’s satisfaction has been announced to governmental systems as one of these 40 plans in 10/02/81. This plan is operational in form of four main sections of information, documentation of work process, optimization of work processes, and sounding people’s opinions. The most important goals of the reverence plan include:
- giving information to clienteles about the way of giving services
- reviewing and re-correcting work process
- simplifying and clarifying work processes
- editing a moral charter
- providing a background to encourage workaholic employees
- Annual sounding of people about the function of executing systems
- enhancing clienteles’ satisfaction of refereeing to governmental systems In general, the aim of the reverence plan is to enhance the level of clienteles’ satisfaction, when they refer to governmental systems, by operating quality management, productivity, and cooperative management principles. This plan, according to its first principle, is up to managers, heads, and authorities of executive systems. The organization of management and planning is responsible to observe exactly on executing this plan throughout provinces. (2-3) prerequisites of executing the reverence plan Execution of the reverence plan needs necessities without which we cannot hope to its effectiveness by doing disorganized operations.
The most important prerequisite can be suitable organizational culture adaptable to the essence of reverencing. Different sources that found, form, and guide the organizational culture will influence on the quality of operating and its productivity by their own special mechanisms.
The amount of penetration of human reverence opinion, that originates in the most superb instructions of the religion, is considered as the most important criteria in order to predict success or failure of executing the reverence plan. Now, such good feature is severely advisable because of different reasons such as standing against the world’s sanctions and so on. Islamic culture exponents try to revive such a good Islamic moral in this devastated condition.
(-3-16) Resorting to God: considering the essence of the reverence plan and clientele’s satisfaction in the Islamic republic system, it is expected that we can internalize functional and executive definitions of this plan in the official system of our country when we do influential efforts in the section of culture and expanding religious opinions of organization’s employees. Then, in order to internalizing clientele’s reverence in the official system, the first factor that seems necessary as an active and influential element in forming and directing the client-center organizational culture is the resolution and belief of major manager in an organization.
When a manager of an official organization believes in the existential and survival basis of the reverence plan and realizes the necessity of learning the philosophy of clientele’s reverence, we may hope that he can provide the facilities of the reverence plan execution completely and comprehensively in order to make clientele satisfied. 2-4) Sections of the reverence plan Four sections of people’s reverence plan and clientele’s satisfaction can be classified as follows:
(1-4-2) information section: The aim of executing this section of the reverence plan is that people who refer to official systems get information about organizational activities, task description of different groups, work process, laws and regulations, place and time of doing affairs, and other necessary information at the time of arrival and even before then. To do that, we should follow the following steps:
- installing a directory board describing floors and buildings
- building a place for information center to guide clienteles
- sticking names of employees in the entry of every room and also in their place of sitting
- writing task description of groups and different units of the organization in detail
- Providing a moral charter and placing it in the range of clienteles and employees’ sight - establishing an internet website to provide information required for clientele
- establishing a talking telephone
- clarifying and giving information to clientele 2-4-2) Documentation of work process: In this section, it is expected that some of the most important work process in an organization that has the most contact with external clienteles to be documented clearly.
These work processes may include general methods (shared with all or the most of official systems), or particular (limited to a particular system). The important and considerable note is that documentation can be done in two ways. First, it can be done in a scientific and exact method regarding all standards and regulations common in this section (it is very useful and a basis for the next phase). Second, documentation can be done in a way that is understandable for an organization’s addressees (clienteles).
Ordinary clienteles in executive systems are willing to get brief information about the ways of doing their affairs in that organization before they need to know the exact and scientific standards of documentation. Then, we suggest that organizations should try to give general information about work circulation in an understandable manner as well as doing a scientific and exact documentation of work process (including the graph of work process, the table of work division, design of place and positions, checking forms, work measure, time measure…).
(2-4-3) Correcting and optimizing work process: After documentation of work process in an exact and precision way, it is time to correct and optimize the work process. Definitely, this phase of the reverence plan is executable well, when scientific principles have been regarded in the previous phases. The most important factor is balancing and changing the society’s view. The society’s view consists of a set of conceptions, beliefs, and behaviors that form the society’s identity. Social view is an unseen and, at the same time, powerful linking people and their behaviors in any society and with any economical thought.
This factor is formed through the time and may be useful and logical or, sometimes, harmful and illogical so that it may nullify the efforts made for managing the society’s culture. Different aspects of the social view consists of the view style, mission, groups’ goals, common communicative models in the society, decision-making methods governing the set, public satisfaction and their view may influence on success or failure of culture management. Perhaps, the best way of completing this phase is to form a committee consisting of aware and changeable members of the organization.
Such a group that can be formed under the title of official change committee, examine and review the process of documentation cooperated with different officials and staff experts in different sections such as rules and regulations, organizations, financial affairs…. The result of communion of such group will be naturally finding problematic points and shortages of official work process that eventually results in optimization of work process in the organization, and enhancement of clienteles’ satisfaction. Reviewing sections can be briefed as follows:
1. decreasing the number of phases in work process
2. decreasing the time of work process
3. ordering work process
4. designing a suitable place for work process
5. suggesting the correction of rules and regulations The important note is that the predicted mechanism of correction and review must be regarded. While, some corrections can be done by approval of the official change committee, we should perform other corrections by referring to the provincial official change staff or official supreme council. 2-4-4) Sounding people’s opinions: According to the article 8 of the approved plan of people’s reverence and clientele’s satisfaction in the country’s official system, all executive systems have to submit clienteles a special opinion sheet of the reverence plan and ask them about the work process and coordination of preplanned information with officials’ behavior. The opinion sheet can be designed on the back of the visit sheet or in any other form economically.
Besides, organizations have been obliged to establish voice posts and suggestions boxes in order to use people’s guidance and counseling. In addition, opinion sheets are gathered at the end of every month and analyzed. According to results drawn from people’s opinions, those employees who are introduced as a sample of good contact with clienteles, will be known as good employees, awarded, and complemented. On the other hand, the ones who have unsuitable and unpleasant behavior from the point of clienteles will be taunted.
(2-5) executing the reverence plan After announcement of the reverence plan from the management and planning organization, phases of executing this plan started in provinces and executive systems.
